Malta ranks among EU leaders in generative AI use

Malta is among the European Union countries where the use of generative artificial intelligence tools is most widespread, according to new data published by Eurostat on the use of ICT in households and by individuals.

In 2025, 46.5% of Malta’s population aged 16 to 74 reported using generative AI tools, placing the country third across the EU. Only Denmark (48.4%) and Estonia (46.6%) recorded higher levels of adoption.

Across the EU as a whole, nearly one in three people (32.7%) used generative AI during the year. Most users engaged with these tools for personal purposes (25.1%), while 15.1% used them for work-related tasks and 9.4% for formal education.

In Malta, usage levels were notably higher across all categories. Around 35% of users reported employing generative AI for private purposes, 29% for professional activities and 20% within formal education settings, reflecting the technology’s broad integration into daily life, work and learning.

At the opposite end of the scale, the lowest rates of generative AI use were recorded in Romania (17.8%), Italy (19.9%) and Bulgaria (22.5%), highlighting significant disparities in adoption across the bloc.

Malta’s strong performance is also supported by high levels of digital connectivity. The country recorded a 95% rate of internet access via mobile phones or smartphones, matching figures seen in Sweden, Denmark and Spain, while Ireland and the Netherlands led with 98%. For tablet-based internet access, Malta tied with the Netherlands at 49%, and Ireland topped laptop connectivity at 79%.

Educational institutions in Malta have also taken differing approaches to the rise of AI. The University of Malta has focused on comprehensive training programmes, MCAST has introduced detailed policy frameworks, while St Martin’s Institute has prioritised detection and control measures.

Generative AI tools are capable of creating new content — including text, images, programming code and videos — by identifying patterns in existing data. Their output is guided by user input, such as questions or instructions, making them increasingly versatile tools across personal, professional and educational contexts.
