Registering a Shipping Company in Malta: Europes Largest Maritime Flag Goes Digital

Malta has reaffirmed its status as a global maritime leader, with its Ship Register expanding by nearly 10% in 2024 and surpassing 10,000 registered vessels in the first quarter of 2025. This growth consolidates Malta’s position as Europe’s largest maritime registry and the sixth largest worldwide, while also maintaining its place as the top global registry for superyachts.

As a desirable jurisdiction for shipowners and maritime entrepreneurs, Malta offers a robust legal framework, competitive tax benefits, and a responsive naval administration. Now, the island nation is taking another bold step forward: introducing electronic certificates (e-certificates) for all ships and yachts registered under the Maltese flag, starting 1 June 2025.

Digital Transformation in Maritime Administration

Transport Minister Chris Bonett, alongside Transport Malta CEO Kurt Farrugia and Registrar General Ivan Tabone, announced the upcoming implementation of e-certificates—a move aimed at modernising the country's maritime registry. This digital innovation will streamline the certification process, enhance transparency, and reduce administrative burdens for shipowners globally.

“As a maritime nation, we recognize that traditional systems can no longer meet the demands of a dynamic, competitive shipping industry,” said Minister Bonett. “The digitalisation of certificates ensures faster service delivery while upholding stringent data security standards.”

These e-certificates will be fully compliant with International Maritime Organization (IMO) regulations and will include verification features such as QR codes and advanced security protocols. This enables real-time validation by port state control authorities, clients, and other stakeholders, helping to reduce delays and bureaucratic friction.

Why Register Your Shipping Company in Malta?

Malta continues to set itself apart with a compelling proposition for shipping companies:

- Strong Legal and Regulatory Framework: Malta is an EU member state with a maritime registry that adheres to international conventions and best practices.
- Attractive Fiscal Regime: Companies benefit from advantageous tax structures, including tonnage tax systems and exemptions on income derived from qualifying shipping activities.
- Strategic Location: Located in the heart of the Mediterranean, Malta offers easy access to key shipping lanes and European, North African, and Middle Eastern markets.
- Responsive Maritime Administration: Transport Malta is known for its efficient processing, transparent procedures, and pro-business approach.
- Digital Readiness: The adoption of e-certificates is part of Malta’s broader commitment to innovation, ensuring the registry remains competitive in an increasingly digital world.

What This Means for Shipowners and Operators

From June 2025, registering a vessel in Malta will become even more efficient. With the issuance of electronic ship and yacht certificates:

- There will be no need to physically visit Transport Malta offices.
- Shipowners can manage their documentation remotely and securely.
- All issued documents will be instantly accessible, fully verifiable, and compliant with international standards.

Kurt Farrugia noted that this system builds upon Malta’s successful 2021 rollout of digital certification for seafarers, which has already resulted in over 93,000 e-documents being issued. Now, with the inclusion of ships and yachts, Malta is reinforcing its leadership in digital maritime services.

Set Sail with Malta’s Flag: A Forward-Looking Maritime Hub

As the maritime industry continues to evolve, Malta stands out as a reliable, forward-thinking jurisdiction for ship registration. Whether you're starting a shipping company, expanding your fleet, or seeking a competitive advantage in vessel management, Malta offers a stable, reputable, and increasingly digital-friendly environment.

To register a shipping company in Malta or learn more about the benefits of the Maltese maritime registry, now is the time to act. With an expanding registry, streamlined procedures, and a commitment to innovation, Malta remains a premier choice for maritime investment.
